The said Article does rules to be applied to all treaties. Subsequent to the adoption of the Vienna Convention, some scholars suggested that the provisions of Article 30 were not appropriate for resolving conflicts between human rights treaties and, therefore, a special rule was needed. The rule dvanced in this regard was the principle of the "more favorable provision".
