The use of force gradually was prevented since the early decades of the 20th certury and then transformed into a fundamental principle of international relations. By the end of the Cold War interferences rarely took place with humanitarian intentions. After the Cold War era and fundamental changes that happened to the international order and system, and because of some crisis around the world, there have been done activities under the new humanitarian interference approach. However, some new procedures are taking shape that would affect international politics, international law and the national policy-making processes. This article intends to survey and analyse the transformation of the international system, changes in the UN Security Council attitudes and functions toward international peace and security issues, essense of some crises and new approach of some regional arrangements to humanitarian affairs. در حقوق بین الملل سنتی مداخلات بشردوستانه تحت تأثیر امکان توسل به زور از سوی دولت ها بود. از اوایل قرن بیستم توسل به زور ممنوع شد و اصل عدم توسل به زور به یک اصل بنیادین در روابط بین الملل تبدیل شد. در دورة جنگ سرد حتی کمتر دولتی با توسل به اهداف بشر دوستانه مداخله خود را در سایر دولت ها توجیه میکرد. با پایان عصر جنگ سرد و تغییر ماهوی نظم و نظام بین الملل و وقوع بحران های مختلف اقدامات نوینی در قالب مداخلات بشر دوستانه صورت گرفته است. رویه های جدید در امور بین المللی در حال شکل گیری است که مسیر سیاست بین الملل‘ حقوق بین الملل و سیاستگذاری ملی را وارد فرآیند جدیدی کرده است. این مقاله درصدد است تا به تأمل در تحولات نظام بین المللی پس از پایان جنگ سرد‘ تغییر نگرش و عملکرد شورای امنیت سازمان ملل متحد نسبت به مسائل صلح و امنیت بین المللی ‘ ماهیت بحران های مختلف در اقصی نقاط جهان و کارکرد برخی نهادهای منطقه ای راجع به مسائل حقوق بشر دوستانه را بررسی نماید. https://jflps.ut.ac.ir/article_12408_d92d1adcd3c4d1b9cc934f469c7345e7.pdf
