The states bordering the straits of Dover have recognized transit

passage by issuing a Joint Declaration of 2 Nov. 1988. Since this Declaration
is the mos t recen t development regarding transit passage, in this article the
following issues will be dealt with:
1. The legal observations over the wording of the Joint Declaration.
II. The legal effect of the Declaration.
III.The legal regime of the Straits under the Declaration.
IV. The legal status of the Straits in a non- Declaration situation. V. The present legal regime applicable to the Strait of Dover
