The Comprehensive - Test - Ban Treaty (CTBT) is an international achievement which was initiated by the western countries. The peaceful uses of nuclear energy which had been
affirmed in the Art. 5 of the Nuclear - Non - proliferation Treaty (NPT), have been ignored within the CTBT. Generally speaking, the implementation, observance and undertaking this treaty, will undermine the developing countries considerations, specially in regard to industrial and economic development, and even will make a basis for threat their national security. But we believe that, answering reasons to non - ratification of the CTBT in the light of merely political thoughts is not admissible and permissible in the international law and international community. Therefore to do so, we have to refer to the legal findings and provisions.
