Validity of Policy is a concept which is promoted and propagated by post - modernists, anti - positivists, and followers of frankfurt school; meanwhile, they reject strictly the free - of –

value science. According to them, policy is accompanied by art and morality. Although modernity can not make sufficient relation to human and history, post - modernity attempts to erase this human alienation.
This article seeks to clarify the nature of morality and policy discourse in modernity and post - modernity paradigm, to be able
to answer this question: what is the relationship between policy and morality. Then, the author intends to define this relation in modern and post - modern era. Finally, he tries to determine one
of the two following achievements in this respect: a) the unity (integration) of morality and policy; b) unfamiliarity of these two concepts to each other.
