Abstract

Historical experience, and specially the ongoing conditions in many societies have demonstrated that the socio-political demands of many groups of people in various cases, specially within countries lacking the needed mechanisms, are asserted and realized through internal riots and unrests . On the other hand, whether for maintaining order or restoring security, or for continuing their own sovereignty, states, faced with such actions, felt compelled to resort to reactions, which are considered to be aggressive and violative of the fundamental human rights. In fact, this article addresses the limits and scope of authority and obligations, under international law, for states confronting with such conditions.
