Abstract

This article aims to identify and scrutinize underlying factors of disputes and crisis in the International Civil Aviation Organisation (ICAO). Since ICAD's council deals with resolving disputes relating to aviation among member states and a considerable number of disputes in respect of aviation cases have been referred to the Council, making sense of the grounds susceptible to arising disputes in aviation relations makes easier the recognition of the role and capacity of dispute resolution mechanism in the ICAD. In this writing, referring to security, commercial and non-commercial factors of the disputes, some points are presented on the third category of disputes. This category includes those disputes with a non-commercial nature,
