Abstract

This paper discusses one of the major obstacles to political deveJopn,ent, namely culture. The paper looks at the impact of culture on non-democratic development in Iran and korea. Based on empirical records and analyzing political discourses, the author
races the influence of traditional political culture on political processes in Iran and Korea. In particular, he is focusing on the relationship between traditional political culture and authoritarian tendencies of political systems in both countries. Attitudes toward participation and competition are given special attention.
